The facts

Management of a battered groundfish fishery switched from limiting days at sea to capping the tonnage caught. Each permit holder was assigned a share based on his catch history, which counted only if he joined a voluntary group that pooled shares and fished to a combined limit. About 55 percent of permits joined, covering nearly all the historic catch. Those outside fished under tight effort rules.
