The facts
A man from a neighbouring state planted oysters in a tidal river. A state law reserved the beds under those tidal waters to its own citizens and barred anyone else from taking or planting there. He was fined five hundred dollars. He argued he had stripped nothing wild out of the water. He had put oysters in, improving a public bed, and any citizen should be free to do that.
