The facts

The red abalone fishery is shut. Nobody may take one. In March a man was found with thirty-one of them, and with fentanyl. Released, he was picked up again the following month, this time with his brother and fifteen more abalone. Both said they were selling the shellfish on the black market at about forty dollars each. He said poaching had been his main source of income for three years.
