The facts

A former city supervisor learns the mayor will not give him back his seat. He goes to city hall with a gun and climbs in through a basement window, avoiding the metal detector. He shoots the mayor four times, the last two into the head at close range as the mayor lies helpless. He reloads, crosses the building, and shoots a fellow supervisor five times, again ending with two shots to the back of the head. Later he turns himself in. He is charged with murder. Five psychiatrists say severe depression left him unable to plan or premeditate.
