The facts
A stretch of federal water offshore has been closed to striped bass fishing since 1990. Two charter captains took paying customers out past that line. One charged eight hundred dollars for the day, his clients landed ten stripers inside the closed zone, and he ran them back to port; records showed the practice had gone on for years. The other, seeing a patrol approach, had nineteen fish thrown over the side.
