The facts

Church workers ran an underground network that brought Central Americans across the southern border and hid them in churches and safe houses before scattering them around the country. They told the travellers to keep away from immigration officers and to lie about where they came from. They said the people were refugees fleeing death squads at home, that their faith obliged them to help, and that an international refugee treaty bound the government to take them in.
