The facts

A seventy-five-foot fishing boat lay at anchor about fifty-two miles off the Florida coast. Officers first found a smaller boat nearby with marijuana residue aboard. A paid informant said he had agreed to take six thousand pounds off her for $120,000. As the cutter came alongside, the captain asked whether they wanted his marijuana. Over two hundred bales sat in the hold. Thirteen men were aboard.
