Did the owner fish grounds closed to him and then report the catch as taken from water he was allowed to work?

The facts

A vessel owner fished for rockfish on four trips in a single July. The grounds he worked, close inshore, were shut to him that season and he had no authorisation for them. On the paperwork he recorded the catch as taken from grounds much farther out. The four loads were worth about a hundred and forty-six thousand dollars. He had fished the same closed ground on three trips the summer before.
