Did the dealer knowingly trade fish taken unlawfully by booking them in under another man's license?

The facts

A wholesale fish dealer bought about 48,000 pounds of lake trout in roughly 42 separate deals from a man who held no license to catch them. Only licensed gillnet operators may take lake trout. On its own books the dealer wrote up every load as coming from a different fisherman who did hold the right license. The trout was then sold on across state lines.
