Did the packer knowingly apply false labels to fish that were then sold in interstate commerce?

The facts

A fish packer took frozen fillets out of one box, put them into a new box and applied a new label. Cheap pollock from one country went out as cod from another. Sole became flounder. Labels named countries the fish had never been near. Cod fetched about a dollar a pound more than pollock. He said the dealers who owned the fish told him which labels to use.
