The facts
The Defendant called himself the country's biggest buyer of shark fins and said he had handled millions of them since the late 1980s. He dried fins outdoors on racks and tarps, where birds and loose dogs got at them, then sold them across state lines. He bought fins from a fisherman without filing the landing report the state required. Later he tried to ship about 215 fins abroad.
