The facts
A scientist employed by a national laboratory was working on loan to a federal foreign-affairs department, in a bureau that checked whether other countries were keeping to arms agreements. He held a top secret clearance. Prosecutors said he took an intelligence report out of a classified computer database and then told a television reporter what it said about a hostile country's military strength and readiness. Within hours the news organisation published a story containing that information.
