The facts

A husband and wife ran two roe businesses. They set gill nets for paddlefish along the shoreline of a state where commercial paddlefish fishing is banned and gill nets may not even be possessed, then took the fish back across the river to be processed into caviar for foreign buyers. Export forms filed with wildlife authorities misstated how much had been lawfully caught, who caught it and where.
