Longline boats may take bluefin tuna only while their quota is open. A tuna broker was accused of arranging the export to Japan of fish landed after that quota had closed, earning around $135,000, and of falsifying the paperwork that traveled with it. He was charged with smuggling, false records and conspiracy. The case rested largely on one fisherman's account.
