The facts

A governor was campaigning for a state lottery to pay for education. Prosecutors said the founder of a large healthcare company arranged $500,000 for that campaign, routed through another company and through banks so that his own firm's part in it was hidden, and that the governor then appointed him to the state board that decides which hospitals may expand. The law here requires proof of an explicit bargain, this for that, not merely a donation followed by a favour.
