The facts
A boat wanting to land more than 200 pounds of red snapper a trip needed a special endorsement. To qualify, the vessel had to have landed at least 5,000 pounds in two of the three previous years. The owner's application certified that it had done so in two named years. He knew it had not in one of them. The fishery statute carries its own false-statement offense, a misdemeanour.
