The facts
While he held statewide office, a politician steered valuable government leases and contracts to businesses controlled by a close associate. In one instance he directed an $850,000 four-year office lease to that associate for a building the associate had recently bought for $200,000. In return he took personal benefits, including vacations paid for by people who profited from the arrangements. He later won the governorship. He was prosecuted as the head of a racketeering enterprise.
