Did the boat and its dealer defraud the fishery regulator by filing matching false catch reports?

The facts

A dragger fished fluke under a federal programme that sets aside extra quota for research. When the boat went over its limit, the captain wrote a lower figure on his trip report. The dealer who bought the catch then filed a matching report to the regulator, so the two documents agreed. Over about two and a half years the boat took some 86,000 extra pounds.
