The facts

Gary White served 16 years as a Jefferson County commissioner and headed the county's Environmental Services Department from 2002 to 2005. During that period Sohan Singh, owner of an engineering firm, gave White about $22,000 in cash in envelopes of $1,000 to $4,000. Singh's firm received about 48 contracts worth roughly $1.1 million in fees, and White voted to approve 45 of them. White's defense argued the evidence did not show the cash was tied to his official acts.
