A trawler captain landed fluke and black sea bass far over his trip limits on about two hundred trips across four years, roughly 200,000 pounds. He mailed the regulator trip reports showing smaller, lawful catches. At the dock the buyers filed matching false records, and one of them watched for enforcement officers and texted the boat before it came in.
