The facts

A van packed with explosives was driven into the underground car park of a skyscraper and set off, killing six people and injuring more than a thousand. The man said to have planned it fled abroad. Overseas, he tested a small bomb on a passenger flight, killing one traveller, as a rehearsal for blowing up a dozen airliners. A fire in his apartment exposed the plan. He was arrested abroad and brought to face charges. He argues that a U.S. court has no power over crimes he committed outside the country.
